Staff Bio

Marshall Peter
Marshall Peter, M.S. is the Executive Director of Direction Service and the Director of CADRE. Peter, who has worked at Direction Service since 1977, has provided case coordination and advocacy services to more than 500 families who have children with disabilities. A frequent collaborator with the University of Oregon, Peter has presented lectures and trainings on a broad range of topics including conflict resolution, consumer empowerment, wrap around services for children with emotional/behavioral disorders, legal issues, transition, interagency collaboration and advocacy. Peter has received the Lisl Waechter Award from the ARC, the Exemplary Service Award from COPE (Oregon's Parent Training and Information Center) the Second Annual Barrier Awareness Day Award from the City of Eugene and the Distinguished Service Award from the Oregon Disabilities Commission.
Jay Buckley
Jay Buckley is one of the Direction Service Counseling Center's Clinical Co-Directors. Jay is a licensed psychologist with doctorates in Counseling Psychology from the University of Oregon and in Special Education from The Johns Hopkins University. Dr. Buckley relies on a cognitive-behavioral approach that is influenced by a family systems model. His areas of interest include anxiety disorders, autism, and mood disorders.
Jaqui Lichtenstein
Jacqui Lichtenstein is one of the Direction Service Counseling Center's Clinical Co-Directors. Jacqui is a licensed clinical social worker. She also has a Ph.D. in Special Education and Psychology from the University of Oregon. Dr. Lichtenstein has expertise in anxiety disorders, mood disorders and parenting. She is particularly interested in issues related to young women and children. Jacqui's work is also based on a cognitive-behavioral approach.

Philip Moses  Philip S. Moses serves as CADRE's Assistant Director. From 1999 - 2004, he served as CADRE's Technical Assistance Coordinator. As Assistant Director, Philip manages CADRE's use of advanced technology as well as traditional means to provide technical assistance to state departments of education in order to improve the effectiveness of special education mediation systems. He also supports parents, educators, administrators, attorneys and advocates to benefit from the full continuum of dispute resolution options that can prevent and resolve conflict. Since 1987, Philip has mediated, case managed, and observed thousands of mediations under the auspices of the New York State Unified Court System, as well as in the public, private, and not-for-profit sectors. Philip was formerly Coordinator of the Program on Public Policy Dispute Resolution at the Government Law Center of Albany Law School. He was also an Adjunct Faculty member of Albany Law School teaching courses on mediation and alternative dispute resolution, and served as an adjunct faculty member for Siena College's Peace Studies Program. Philip served as President of the New York State Dispute Resolution Association from 1995 - 1997. Formerly the director of the Dispute Resolution Center of Onondaga County, he also founded the Institute for Advanced Conflict Resolution Skills based in Syracuse. Philip co-founded the Campus Mediation Center at Syracuse University where he completed a Masters degree with a Certificate in Conflict Resolution. He is a certified mediator and certified trainer for the New York State Unified Court System's Community Dispute Resolution Centers program, and holds several others certificates in the field.

Sybil Ford
Sybil Ford is the Director of Information Services at Direction Service where she has worked since 1993. Prior to working at Direction Service she was a resource room teacher. She has three children, one of whom has Down Syndrome. Ford is the former Board President of ARC of Lane County and a past member of the Eugene School District Special Education Advisory Committee.
